WSDL Constructor error (Expect - 404 Not Found)

Getting http://www.xmethods.net/sd/2001/BNQuoteService.wsdl - HTTP ERROR: Couldn't open socket connection to server http://www.xmethods.net/sd/2001/BNQuoteService.wsdl prior to connect().  This is often a problem looking up the host name.
